The Board of Directors shall create Committees as the need for them arises and the Chairman of a Committee shall be appointed and shall serve at the pleasure of the Chairman of the Board. A committee may have a continuing function, or it may carry out a specified task. Committees, when acting within the authority vested in them by the entire Board of Directors, shall serve in an advisory capacity only. There shall be no more than 3 Board members on any committee.
